Executive Summary

Operational Context:

• Afghanistan faces a compound emergency of exceptional severity: simultaneous active Pakistan-Afghanistan cross-border strikes (750+ UNAMA-documented Q1 2026 casualties across 7+ provinces, with 800+ total civilian casualties reported by July 2026);^[1] 531,800 returnees from Pakistan in 2026 YTD as of 27 June;^[2] a full nutrition pipeline break through end-June 2026; and the primary (Pakistan border, closed since 12 October 2025) and secondary (Dubai-Iran) supply corridors simultaneously disrupted — the only active alternative being the Lapis Lazuli Corridor, which has tripled transport costs.^[3]
• The Afghanistan-Pakistan border closure has blocked 8,800 mt of Specialized Nutritious Food (SNF) and vegetable oil.
