Executive Summary

Operational Context:

• CAR is at the intersection of three simultaneous crises: a funding collapse exceeding 55% vs. 2024 levels, a lean-season IPC Phase 3+ caseload of 2.3 million people (projected Apr–Aug 2026), and a mass displacement emergency in Am Dafock (Vakaga) where ~19,000 IDPs sheltering at the MINUSCA base have received no food distributions since armed attacks escalated on 1 July 2026.^[1]
• In Am Dafock, all socio-economic and market activity has been near-totally disrupted since early June 2026, implying de facto IPC Phase 4–5 conditions; a joint OCHA/UNHCR/WFP/UNICEF mission confirmed needs but distributions remain suspended.^[2] A Mobile Storage Unit installation and newly approved Chad–CAR corridor (first transport: salt, Abéché to Paoua) are the only near-term logistics mitigations — both require sustained MINUSCA security cooperation.^[1]
• The FSC multi-sector assessment (Vakaga and Haut-Mbomou, May 2026) found that WFP's key implementing partners COOPI and ACRED have closed operations across both prefectures; WFP is confirmed present in Birao only. Obo, Zemio, Bambouti, and Ouandja are currently humanitarian black holes with zero partner presence.^[3] A security cooperation agreement between Bangui and Kinshasa was signed May 2026 but field impact is not yet visible.^[3]

Vulnerability Scale:

• Projected 2.3 million people in IPC Phase 3+ (Apr–Aug 2026 lean season window), including an estimated 398,504 in IPC Phase 4 Emergency — up from 1.93 million Phase 3+ observed Sep 2025–Mar 2026 per the same IPC analysis.^[7] The WFP July 2026 Country Brief cites a slightly lower Phase 4 sub-total of 262,000, reflecting possible mid-analysis revision; the projected lean-season 398,504 is the operative planning figure.^[1]
• Haut-Mbomou is at emergency threshold: FSC assessment (May 2026) recorded 38% of households with Poor Food Consumption Scores, 61% of IDPs in severe hunger (Household Hunger Scale), 16% global acute malnutrition among children 6–59 months (14% MAM, 2% MAS, plus 9% bilateral oedema), and 17% of pregnant/lactating women in acute malnutrition — rates exceeding HNRP emergency thresholds.^[3]
• Vakaga is less acute but deteriorating: 29% Poor FCS, maize prices up 67% (600 to 1,000 FCFA/coro) between 2025 and 2026, with 53% of households having consumed seed stocks — signalling irreversible livelihood erosion ahead of the next agricultural season.^[3]
• Nationally, the minimum survival basket (SMEB) rose 4% between February and April 2026, eroding CVA purchasing power; cassava prices show a 10% month-on-month decline as of June 2026, offering a partial offset in accessible markets.^[8][9]
• 428,000 IDPs recorded nationally as of 31 March 2026, including 37,000 Sudanese and Chadian refugees receiving prioritised full rations while CAR host-community IPC Phase 4 residents face 25% ration cuts — a triage signal of acute pipeline stress.^[10]

Trend Indicators:

• Acute malnutrition nationally increased 30% over the equivalent 2023 analysis period (per ACR 2025), indicating deterioration predating the current funding collapse.^[11]
• Food Security cluster response (Jan–Jun 2026) reached only 190,238 people — 23% of the 825,000 HNRP target and a 34% absolute decline vs. the same period in 2025 (286,560 beneficiaries); kilocalorie coverage for emergency assistance (OS1) stands at just 6.9% of the HNRP target — a qualitative as well as quantitative collapse.^[12]
• Resilience programming has suffered a 92% funding decline; SO3 (livelihoods) achieved only 55.81% beneficiary achievement rate at 74% expenditure rate in 2025, with SAMS reaching just 3,579 vs. 125,000 planned (3%) due to failure to secure additional SO3 funding.^[11] Near-total collapse of this pillar will compound future emergency caseloads.
• The newly approved Chad–CAR logistics corridor is an early positive indicator but remains unproven at scale; the Douala Corridor handled 22,371 mt to Chad and Sudan in H1 2026 and could provide a regional logistics model if replicated for CAR.^[13]

WFP Operations:

• June 2026: WFP assisted 161,426 people (54% female), distributing 499.6 mt of food and transferring USD 0.4M in cash — against a plan of 4,277 mt, representing 40% delivery of planned commodity volumes nationwide.^[1] Insecurity in Birao, Vakaga, is the primary access constraint cited.
• In July 2026, WFP/Plan International distributed 190.29 mt of food rations to 12,342 persons (2,099 households) across Markounda Centre, Gbagoro, Badama, and Manda (Ouham prefecture, 20–23 July) — rations designed for 30 days only.^[10]
• CVA reached 50,500 people across 13 sub-prefectures at USD 1.8M in Q1 2026 — 4% of the 1.3 million targeted under the 2026 HNRP, a 20% decline in beneficiaries vs. Q1 2025. Cash modality faces structural limits: 77% of Haut-Mbomou households cite lack of means as the market-access barrier and markets are non-functional across most rural locations — in-kind is the only viable modality for Obo, Zemio, and Bambouti sub-prefectures.^[14][3]
• Under the 2023–2027 CSP, SO1 (crisis response) achieved 107.7% beneficiary achievement rate at 76% expenditure rate in 2025 through rigorous prioritisation — refugee caseloads received 100% rations while others faced reduced rations and duration.^[11] SO2 (nutrition/school meals) reached 119.51% beneficiary achievement rate at 57% expenditure rate, with school meals delivered to 251,430 children in 336 schools.^[11]
• 23 of 43 HNRP sub-prefectures currently have zero partner presence; WFP as top lead partner by volume (34,000 reached under HNRP H1 2026) has a cluster coordination responsibility to anchor new partnership negotiations for Obo, Zemio, Bambouti, and Ouandja re-engagement.^[12]

Funding Outlook:

• WFP's six-month net funding requirement (Jul–Dec 2026): USD 43.88M against a CSP (2023–2027) total portfolio of USD 834.13M with current cumulative contributions of USD 218.73M — a cumulative CSP funding gap of approximately 40.6%.^[1][11] Funding has been reduced by over 55% vs. 2024 — the single most operationally significant financial constraint.^[1]
