Executive Summary

Operational Context:

• The primary driver is cross-border displacement from DRC into Republic of the Congo. An MSNA conducted 15–19 June 2026 across 3,005 households confirmed that the majority of displaced households have lost all access to agricultural land, fishing equipment, livestock, and income sources, rendering them fully dependent on humanitarian assistance.^[1]
• The affected caseload stands at 15,043 persons, of whom 10,386 (69%) are children — intensifying protection and nutrition risk.^[1]
• The only active country-titled funding instrument is IFRC DREF MDRCG029 (CHF 499,825, 25 June–31 December 2026). Its sectoral allocation is dominated by Shelter/NFI (CHF 216,858; 43%); the source document explicitly states WFP food assistance costs are not captured in this DREF.^[1] No WFP Country Brief, Situation Report, or WFP-primary operational document exists in the substrate for COG.

• With 69% of the 15,043-person displacement caseload being children and all surveyed households reporting total livelihood loss, the food security deterioration is acute and has no self-recovery pathway in the near term.^[1]
• Previously (2025 ACR): WFP's SO1 emergency and refugee operations exceeded planned beneficiary reach (128% beneficiary-achievement rate) driven by unexpected DRC refugee influxes — 8,420 arrivals in Plateaux/Djoué-Léfini and 5,500 in Likouala — and June 2025 Brazzaville floods, though expenditure reached only 66% of plan due to funding gaps. Cash transfers under SO1 fell to 59% of plan.^[2]

Trend Indicators:

• Deteriorating — displacement and food security: DRC recorded 307,000 new IDPs nationally since January 2026 (as of March 2026), with the largest flows from South Kivu (134,000) and North Kivu (96,000).^[4] These provinces border DRC's western corridor toward COG, creating sustained inflow pressure beyond the current 15,043-person DREF caseload.
• Deteriorating — regional funding environment: West and Central Africa HNRP coverage stands at 32% ($1.74bn of $5.40bn) as of 13 July 2026 — the worst in the 2016–2026 historical series (prior low: 44% in 2024). The Food Security cluster is the most severely underfunded sector at 11% coverage ($201.2M funded vs. $1,803.0M required, all-partners HNRP).^[5]
• Emerging — Ebola spillover risk: The Bundibugyo Ebola outbreak in DRC has reached 2,073 cases and 796 deaths within two months, the third-largest outbreak on record and the fastest-growing ever.^[6] Over 80% of new cases are detected outside known contact lists. Kisangani — a multimodal logistics hub connecting northeastern DRC via road, river, and air — was declared affected on 12 July 2026.^[7] COG shares DRC's western humanitarian corridor; an Ebola incursion would directly threaten UNHAS operations and WFP supply chain access.
• Stable — domestic conflict: ACLED records zero conflict events and zero fatalities in COG for both June and July 2026, consistent with the 13-month average of zero.^[3]

WFP Operations:

• No WFP operational reach, pipeline, or funding runway data exists for COG in the substrate. The WFP food assistance gap for the 15,043-person displaced caseload is structurally unaddressed — no COG-specific WFP funding vehicle is documented.
• Previously (2025 ACR): WFP reached 376,023 total beneficiaries. SO2 school feeding exceeded plan (128.7% beneficiary-achievement rate, 95.6% expenditure rate) driven by McGovern-Dole coverage of 375 schools (83,145 children) and the PASSE programme across additional departments. SO3 resilience building underperformed significantly (36.8% beneficiary-achievement rate, 66.1% expenditure rate), with only 2,000 of 6,410 planned beneficiaries reached under climate-adapted assets. SO5 UNHAS exceeded its implementation plan (147.8% expenditure rate) driven by PRM-funded repatriation flights.^[2]
• Under the 2019–2026 CSP, WFP's strategic intent is progressive handover of school feeding, safety nets, and emergency preparedness to government by 2030. The government currently contributes staff, buildings, and warehouses but no financial resources since the 2014 oil price collapse.^[2]
• The IFRC DREF MDRCG029 response architecture (active through 31 December 2026) provides a coordination platform through which WFP could formally integrate food assistance costs currently absent from the response plan.^[1]

Funding Outlook:

• The cumulative CSP funding gap stands at 35.1% since plan start (2019).
