Executive Summary

Operational Context:

• Indonesia is in a non-conflict developmental and disaster-risk phase. WFP's posture under the 2026–2030 CSP is exclusively as a technical partner to government — no direct food or cash transfers — focused on Free Nutritious Meals Programme (FNMP) implementation support and anticipatory action.^[1]
• The macroeconomic environment is under compounding stress: inflation at 4.76% as of February 2026 is eroding household purchasing power, while Bank Indonesia's governor resigned under political pressure to prioritise growth over monetary stability — signalling institutional fragility.^[2,3] The rupiah has depreciated approximately 7% with a 33% stock market decline.^[3]
• El Niño combined with a positive Indian Ocean Dipole is driving a severe drought risk with harvest disruption explicitly forecast for August–September 2026. Irrigation water is being reallocated away from farming across affected provinces; drought-resistant seeds and crop insurance (AUTP) are being pre-emptively distributed.^[4]
• Climate data confirms the threat: severe seasonal rainfall deficits affect 179 of 513 districts, with the worst-affected (Maluku Tenggara) recording only 40% of normal rainfall. Vulnerability Scale:

• Approximately 4,691 environmental and extreme weather disasters were recorded in 2025 — 26% above 2024 levels — affecting over 12 million people. Indonesia's humanitarian caseload is disaster-driven, not displacement-driven.^[1]
• Undernourishment stands at 6.3% (2025), improved from 7.2% (2024), but 62 of 514 districts and municipalities remain structurally vulnerable. Stunting is 21.5% (2024); the triple malnutrition burden persists across eastern and remote regions, where up to 53% of people cannot afford a nutritious diet.^[1,7]
• South Central Timor (TTS) regency in East Nusa Tenggara — Indonesia's most chronically food-insecure province — is the site of the FNMP pilot and carries elevated compound risk: it was also affected by the June 2025 multi-province flood event, with 549 displaced and cropland damage reported at the time.^[8]
• Political violence in July 2026 recorded 65 events and 21 fatalities (ACLED), down 46% in event volume from June's 638 events but with a 24% rise in fatalities — the latter driven primarily by civilian-targeting incidents (53 events, 8 fatalities, a subset of political violence).^[5] This does not represent a conflict-driven food security caseload but warrants monitoring given the demonstration activity level (281 events in July).

• Previously (2025 ACR): SO1 (food systems/resilience) underperformed at approximately 55% expenditure rate against plan, driven by global funding shortfalls triggering a corporate right-sizing exercise. SO2 (anticipatory action) achieved at 101% expenditure rate with flexible multilateral funding. SO3 (social behaviour change) achieved at approximately 69% expenditure rate; annual available resources were US$4.0M against an implementation plan of US$3.0M, with 68% utilisation.^[10]

WFP Operations:

• FNMP pilot — Soe centralized kitchen, TTS regency: WFP advanced implementation readiness during March–June 2026 through model kitchen training (food safety, SOPs, menu planning), vendor onboarding, dual sourcing, and price assurance mechanisms. Nine schools were assessed; NNA/Ministry of Health SOP reviews and menu testing for nutritional balance and community acceptance are complete. Pilot launch is the principal near-term milestone.^[1]
• The FNMP targets 83 million beneficiaries by 2029 under the 2026–2030 CSP, with Bappenas participation confirming strong government ownership.
