Executive Summary

Operational Context:

• Liberia is a low-income, food-deficit country with chronic structural vulnerabilities: 52% poverty rate, heavy food-import dependence, weak rural infrastructure, and 30% of school-age children out of school.^[1] The WFP CSP 2026–2030 (USD 69.79M total) was approved at the June 2026 Executive Board session — but its operational launch is severely compromised by a near-total funding gap.^[2]
• A July 2025 confidential intelligence assessment (reported by a news source and treated as alleged/unverified) warns that drug trafficking networks have allegedly infiltrated the Liberia Drug Enforcement Agency (LDEA), with networks reportedly controlling key logistics nodes including the Freeport of Monrovia, Roberts International Airport, Greenville Port, Harper Port, and the Bo-Waterside corridor — all WFP humanitarian supply chain entry points. A subsequent seizure of approximately 238 kg of cocaine at Roberts International Airport appears to partially corroborate reported port vulnerabilities.^[3] This creates a potential fiduciary and reputational exposure that warrants monitoring.

In 2025 alone, annual CSP requirements of USD 17.1M were funded at 97% — a near-full annual position — but expenditure reached only 58% of total available resources, driven by rainy-season access constraints, cooperative capacity limitations, and USAID funding suspension affecting SO4 activities.^[6]

WFP Operations:

• The School Feeding Programme is the flagship current operation, serving 78,728 schoolchildren across 320 schools in Montserrado, Margibi, Bong, Nimba, and Maryland — with 100% feeding days maintained.^[2] The Home-Grown model sources locally from 14 farmers' cooperatives supporting over 15,000 smallholder farmers via SCOPE.^[11] The Government of Liberia established its first-ever dedicated school feeding budget line (USD 1M, 2025), with planned increases from 2026.^[1]
