Executive Summary

Operational Context:

• Mali is in active lean-season emergency. Conflict has escalated dramatically: on 25 April 2026, JNIM and the separatist Frame Liberation Army (FLA) launched coordinated attacks on Bamako, Kidal, Gao, Mopti, and Sévaré, killing the Defence Minister. A joint FAMa-Africa Corps convoy was ambushed near Anéfis on the Gao–Kidal axis in mid-July, killing at least 50 soldiers — one of the highest single-incident tolls in the Sahel in recent years — and severely disrupting the primary northeastern logistics corridor.^[1,2]
• Kidal is under effective blockade: all 16 schools remain closed since late April, markets and communications are non-functional, and daily displacement continues toward Algeria, Gao, and Ménaka. As of early June 2026, 603 IDP households had arrived at Tarkint (Gao region), 386 households in Ménaka, and 1,419 refugee households (~4,257 persons) in Koro (Mopti).^[3] The WFP June 2026 Country Brief records 2,328 new IDPs from Kidal to Gao following the 25 April crisis.^[4]
• The Anéfis–Gao road — critical for ground-based humanitarian delivery to northern Mali — is actively contested, with no viable alternative confirmed. Motorcycle bans apply in Mopti, Tombouctou-Taoudenni, and Gao. Fuel on parallel markets reached 2,000–4,000 FCFA/litre in Mopti and Gao in June 2026; Algeria-sourced oil and sugar face stockouts in Gao.^[3]
• The Government of Mali has published a mandatory 10% contribution levy on humanitarian organizations, adding direct cost pressure at a moment of severe funding shortage. Separately, AES states reaffirmed their Russia security partnership on 8 July 2026, further reducing Western diplomatic leverage.^[5,2]

Vulnerability Scale:

• Projected 1,560,189 people in IPC Phase 3+ during the Jun–Aug 2026 lean season (projected, Nov 2025 IPC/CH analysis), of whom 56,654 in Phase 4 (Emergency). Kidal has deteriorated to IPC Phase 4 (Emergency) from June 2026, with a subset of households at IPC Phase 5 (Catastrophe); staple cereal prices are 42% above the five-year average.^[6,4]
• Acute malnutrition is surging in Tombouctou and Taoudenni: 11,973 MAG cases (children under 5) in Apr–May 2026, up 43% year-on-year; severe cases rose 83.5% over the same period, with three districts (Tombouctou, Diré, Alafia) accounting for 74.1% of regional cases.^[7]
• The MSNA 2025 assessment documents 83% of Mali households with at least one humanitarian need; 72% of households in need received zero aid in the preceding 12 months — one of the starkest coverage-to-need gaps in West and Central Africa.^[8]
• Pastoral systems are deteriorating: large-ruminant body condition rated "good" at only 17% of sentinel sites (down from 33% in Feb–Mar 2026); 43% of sites report insufficient pasture; 62% received zero pastoral assistance in Apr–May 2026; animal feed costs surged +27% bimestrially.^[9] Forced livestock departures are confirmed at Tarkint and Tessit (Gao) and mass departures at Bargondaga and Périmpim (Mopti), signaling expanded livelihoods collapse feeding into WFP's caseload.

Trend Indicators:

• ACLED data shows a sharp reported decline in July 2026 (12 events, 13 fatalities), down from 159 events and 301 fatalities in June 2026. This likely reflects a reporting lag following the mid-July Anéfis ambush and ongoing blockade of Kidal rather than genuine de-escalation — the 13-month average stands at 127 events and 349 fatalities per month.^[10]
• Food prices are under pressure: wheat +21% month-on-month (May 2026), tomato paste +30%, onions +24%, livestock (camel) +25%, beans (niébé) +13%, sweet potatoes +21%.^[11] In Kidal, where Algeria-sourced goods dominate, supply disruption is the primary price driver; a partial diplomatic restoration of Algerian airspace to Mali in mid-July 2026 may provide limited relief.^[2]
• Security events in Tombouctou and Taoudenni rose 77% year-on-year (55 events in Apr–May 2026 vs. 31 in Apr–May 2025), directly threatening the access corridors through which WFP resumed PC1 lifesaving assistance to 40,000 people in Mopti and Timbuktu on 30 April 2026.^[7]
• The FSC Q1 2026 dashboard shows near-total operational collapse in March 2026 (OS1 assistance approaching zero), with the cluster at only 6% of its USD 149M annual funding requirement and having reached 10% of its HNRP target.^[12]

WFP Operations:

• In May 2026, WFP assisted 296,845 people (53% female, preliminary): 538 mt food distributed and USD 1.49M cash transferred.^[4] WFP is the dominant cluster actor, directly accounting for 86,000 of ~89,000 cash-transfer beneficiaries in Q1 2026.^[12]
• Modality mix reflects access constraints: USD 830,000 in e-voucher CBT to displaced people in Gao; 538 mt in-kind in Mopti and San. WFP has initiated cash assistance to 359/388 households (round 1) and 469/555 (round 2, in progress) from Kidal in Gao, and to 92 IDP households in Ménaka (65,000 FCFA/household, month 1 only — subsequent months unconfirmed).^[3,4]
• UNHAS faces a USD 1.7M critical shortfall with no confirmed resumption date for Kidal air access. A Dash-8 aircraft contract was terminated in 2025, cutting capacity by ~50%. Passenger movements fell 21% and cargo 29% in 2025 versus 2024 (per 2025 ACR).^[4,13]
• Previously (2025 ACR): SO1 reached 52.1% beneficiary achievement at 98% expenditure rate — only 20% of those needing emergency food assistance reached; rations reduced to 70% of the minimum survival basket for 2–5 month periods. SO4 exceeded targets (104.6% beneficiary achievement). Photo deduplication saved USD 430,000 by identifying 6,400 duplicate households. CSP (2020–2026) cumulative funding gap stands at 42.74% (USD 771.19M funded of USD 1,558.57M required).^[13]
• A second IDP wave of 6,409 people from Timniri arrived in Sofara/Bandiagara (Mopti) in late June/early July 2026, compounding pipeline pressure beyond the Kidal caseload.^[14]

Funding Outlook:

• WFP's net funding requirement for Jun–Nov 2026 is USD 38.12M — up from USD 30.6M for May–Oct 2026, indicating an escalating trajectory coinciding with the lean-season peak. The UNHAS-specific gap of USD 1.7M is an immediate operational threshold: failure to close it before suspension risks severing air access to all northern operations with no confirmed road alternative.^[4]
• The Mali HNRP stands at 19% funded (all partners) as of 13 July 2026; the FSC has mobilised 6% of its USD 149M requirement. Major donor funding has declined sharply since 2024 (ACAPS, July 2026), and the Sahel HNRP overall sits at 21.1% funded as of 15 May 2026.^[15,5]
• The mandatory 10% government levy on humanitarian organisations, if applied to WFP, would compound the funding crisis by raising operational costs and potentially requiring reallocation from programmatic to compliance expenditures. Scope and applicability require urgent legal clarification.^[9]
• The SRP coordination meeting (WFP, UNICEF, GIZ; 32 participants) aligned priority localities ahead of the lean season — an immediate platform for multi-agency donor advocacy.
