Executive Summary

Operational Context:

• WFP's programme in DPR Korea has been in full operational suspension since March 2021. All in-country food stocks were exhausted during the January–March 2021 distribution cycle — 891.5 mt fortified food and 4,970 mt raw commodities — and no distributions have occurred since.^[1]
• Borders have been fully closed since late January 2020, eliminating all cross-border commodity flows, staff movement, and supply pipeline access. The entire WFP country team operates remotely from outside DPR Korea.^[1]
• There is no viable pathway to resume operations without border reopening. UN Sanctions Committee approval for Food for Assets working tools import remains contingent on that trigger.^[2]
• Geopolitical dynamics are structurally deepening the access blockage. SCMP analysis notes DPR Korea has deepened military-economic integration with Russia since 2022 — including troop deployments and arms transfers, with Russia compensating Pyongyang in cash, food, and energy — increasing the regime's strategic resilience and reducing the leverage of sanctions relief as a diplomatic tool.^{[ref://2],[ref://3]} Near-term prospects for humanitarian access improvements are diminishing, not improving.

Vulnerability Scale:

WFP Operations:
