Executive Summary

Operational Context:

• Northern Côte d'Ivoire is hosting 85,630 refugees and asylum seekers — 58% of whom are children (49,666) — driven by sustained insecurity in Burkina Faso and Mali as of May 2026.^[1] The Tchologo and Bounkani regions are the primary hosting areas and face compounded vulnerability from population pressure and limited service capacity.
• Security deterioration in the Sahel is the primary push factor. Security Council reporting (July 2026) documents JNIM-imposed blockades on Malian transport routes, coordinated multi-city attacks in April–July 2026, and FLA seizure of Anéfis — a strategic node on the Gao–Kidal logistics corridor. Burkina Faso is simultaneously experiencing drone-enabled jihadist attacks. Pipeline failures in either country, where HNRP coverage stands at 16% and 19% respectively, are a credible accelerant for cross-border displacement into CIV.^[2]
• ACLED data for July 2026 records only 1 conflict event and 0 fatalities in CIV itself — well below the 13-month average of 13 events/month — indicating that CIV's internal security environment remains relatively stable. The crisis in northern CIV is displacement-driven, not conflict-generated domestically.
• Previously (2025 ACR): WFP noted security restrictions in northern border areas as an operational constraint, with absent contingency funding limiting rapid response to new refugee influxes. This structural constraint persists into 2026.

Vulnerability Scale:

• UNICEF Q2 2026 nutrition screening in Tchologo and Bounkani recorded 1,608 children under five screened for wasting and 352 confirmed SAM cases treated — implying a SAM admission rate of approximately 21.9% among those screened, flagged by UNICEF as operationally significant and requiring GAM survey validation before population-level burden can be established.^[1]
• Previously (Oct–Dec 2025 IPC projection, analysis 8 months old): 1,033,335 people in IPC Phase 3+ (4% of analysed population of 24.8 million), including 9,699 in Phase 4 Emergency. This represented a 17% decrease from the prior cycle (1,240,416 in Phase 3+ as of March 2025). National food prices show broad month-on-month declines as of May 2026 (maize −20%, peanut −28%, cassava −17%), suggesting some seasonal supply improvement nationally — though this may not reflect conditions in northern refugee-hosting zones.
• Previously (2025 ACR): WFP cited over 1 million people in IPC Phases 3–4 (October 2025 Cadre Harmonisé) and 21.4% stunting nationally, with 82,787 forcibly displaced persons noted at year-end 2025. The current refugee figure of 85,630 represents an increase from the 2025 ACR baseline.

Trend Indicators:

• The trajectory in northern CIV is negative and accelerating. Refugee caseload has grown beyond the 2025 ACR baseline of 82,787, Sahel security is deteriorating rather than stabilising, and the regional funding environment has collapsed to its worst point in a decade (32% HNRP coverage as of 13 July 2026, versus 53% at the same point in 2024).^[2]
• Food price declines (national average, May 2026) provide a partial counterweight but do not offset northern displacement pressure, where market access for refugees is structurally constrained.
• Early warning tripwires: (1) GAM survey results for Tchologo and Bounkani — if SAM burden is confirmed at population level, nutritional emergency thresholds are likely breached; (2) HNRP coverage in Burkina Faso (16%) and Mali (19%) — any further deterioration signals imminent pipeline failure and accelerated outflows into CIV.^[2]

WFP Operations:

SO2 (emergency response) reached 49,047 beneficiaries via USD 2.7M in cash transfers — but the caseload was reduced from 41,000 to 26,500 planned beneficiaries mid-year following withdrawal of a major funding contribution. SO4 (resilience/climate) exceeded planned beneficiary targets, reaching 16,309 individuals against a plan of 10,500 (155% beneficiary achievement rate), driven by GCF Women-Adapt scale-up.
