Executive Summary

Operational Context:

CAR is in an active multi-vector humanitarian emergency: concurrent armed-group-triggered displacement, acute malnutrition stockouts, rainy-season access collapse, and a critically underfunded response converge simultaneously across the northeast and southeast.^[1]
On 11 July 2026, 210 households (531 persons) were preventively displaced from Guinikoumba (70 km from Zémio, Haut-Mbomou) to Dembia (65 km from Rafaï), crossing the Ouara River following an armed-group threat; they are sheltering with host families or in makeshift structures with no permanent site established and a multi-sector needs assessment still ongoing as of 14 July.^[1][2]
Separately, at least 11,000 persons displaced by 30 June Am-Dafock clashes shelter near the MINUSCA base in Vakaga; an additional ~1,000 newly displaced have arrived in Birao, which already hosts ~25,000 Sudanese refugees — total Birao caseload now ~26,000, straining absorption capacity.^[3] Rainy-season access cuts are isolating Am-Dafock populations, blocking both delivery and needs assessment.^[2]
A three-week therapeutic milk stockout at Bocaranga District Hospital (Ouham-Pendé) left ~20 SAM children untreated; 128 SAM cases were recorded in Bocaranga and Koui facilities January–May 2026. National resupply reached Bangui on 14 July with district distribution to Bocaranga ongoing but not confirmed complete.^[1]
Dembia's proximity to the DRC border raises a credible cross-border spill-over risk; further armed-group pressure could push the 531 displaced persons across the Haut-Mbomou/Mbomou corridor into DRC, requiring WFP CAR–WFP DRC contingency coordination.^[2]

Vulnerability Scale:

The operative lean-season estimate (IPC, projected Apr–Aug 2026) places ~2.0 million people (31% of the analysed population of 6.57 million) in IPC Phase 3+ Crisis or worse; 262,499 are in Phase 4 Emergency. No population is in Phase 5.^[5]
Highest-burden prefectures: Vakaga (52% Phase 3+), Basse-Kotto and Haute-Kotto (49% each), Mbomou (48%), Haut-Mbomou (44%), Ouham-Pendé (44%). Sub-prefectures Mingala, Zangba, and Ouandja exceed 55% Phase 3+.^[5]
The May 2026 multi-sector assessment (SI/FCA/COHEB, 13 localities across Vakaga and Haut-Mbomou) found: in Haut-Mbomou, 38% of households have Poor food consumption scores (FCS), rising to 62% among IDPs; 37% face severe hunger (HHS); near-100% deployed Crisis or Emergency livelihood coping strategies in the prior 30 days. In Vakaga, 29% Poor FCS, 51% in Emergency LCSI strategies.^[6]
Nutrition is at emergency threshold in Haut-Mbomou: GAM ~16% in children 6–59 months (14% MAM, 2% MAS), with 9% bilateral oedema; 17% of FEFA in MAG. Vakaga: GAM ~7.2% children, 6.4% FEFA in MAG.^[6]
Funding-driven partner collapse has created coverage black holes: 29 operational bases closed in 2025 (1 UN, 13 INGOs, 15 NNGOs); Bambouti and Ouandja had zero humanitarian presence at time of assessment; Obo dropped from 16 actors (Q2 2025) to 3; Zemio from 13 to 1.^[6]
Food security response reached only 116,958 people (14% of annual HNRP target) January–April 2026 — a 32% drop in absolute beneficiaries year-on-year. Critically, only 1.3% of targeted caloric output for SO1 emergency assistance was delivered through April, indicating ration adequacy — not headcount — is the binding constraint.^[4]

Trend Indicators:

ACLED conflict data for July 2026 (partial month) records 3 events and 2 fatalities — an 89% drop in events and 94% drop in fatalities versus June 2026 (28 events, 35 fatalities), and well below the 13-month average of 49 events/62 fatalities per month. This reflects partial-month data and does not indicate strategic de-escalation given concurrent displacement shocks.^[7]
Cassava (cossette) national average price fell 10% month-on-month to XAF 158/kg as of June 2026, providing marginal household-level relief; however, the FSC/IPC assessment notes rising rice, beans, and groundnut prices driven by fuel cost escalation linked to Middle East supply disruptions.^[5][7]
An early-warning signal: heavy rainfall on 4 July damaged crops in Ngaoundaye (Ouham-Pendé), affecting 215 people across 45 households — a localised indicator of broader rainy-season agricultural livelihood risk.^[8]
The DRC Ebola outbreak (Bundibugyo strain, 2,073 cases and 796 deaths as of 16 July, fastest-growing outbreak on record) poses a cross-border risk via porous CAR-DRC borders in Haut-Mbomou; US travel restrictions and health system stress in eastern DRC could complicate WFP logistics and staffing rotations regionally.^[9]

WFP Operations:

No WFP Country Brief or WFP SitRep with a people-assisted headline is present in the available substrate; WFP-specific pipeline, funding runway, and beneficiary reach reduction figures cannot be assessed — this is a critical intelligence gap requiring immediate internal verification.
Per the FSC Response Dashboard (Jan–Apr 2026), WFP is the single largest lead partner in the Food Security Cluster, reaching ~52,000 beneficiaries — 44% of the sector-wide total of 116,958.^[4] This figure is sector-reported, not WFP's own operational figure.
WFP's planned food assistance (per IPC Apr–Aug 2026 update) covers 91,000 people in 9 sub-prefectures plus 25,000 refugees in Vakaga and Haute-Kotto — together only 17% of the ~2 million in Phase 3+, with assistance covering 75% of caloric needs for covered beneficiaries.^[5]

Strategic opportunity: ALIMA is returning to Obo and is present in Bambouti and Zemio, providing an immediate multi-sector coordination entry point to link WFP food assistance with nutrition programming in the highest-GAM areas.^[6]

Funding Outlook:

The 2026 HRP requires US$264.1M; only US$57.5M (21.8%) was received as of 30 June 2026, leaving a gap of ~US$206.6M. This is the primary strategic risk across all sectors.^[1]
Regional context compounds CAR's bilateral funding challenge: the West and Central Africa HNRP is 32% funded (US$1.74bn of US$5.40bn); the Refugees cluster is at 20% coverage with zero new funding received 6–13 July; the Sahel arc collectively at ~21% coverage. CAR's 22% sits at the lower end of country-level extremes (DRC 54%, Nigeria 47%, Cameroon 25%, Niger 15%).^[10]
WFP received US$218.6M regionally as of 13 July (+US$4.7M that week, +2%), per the West and Central Africa funding tracker — this is a regional aggregate, not a CAR-specific figure.^[10]
The FSC cluster mobilised only ~10% of its annual food security requirement (US$86.2M) through April 2026 — the core advocacy lever for donor engagement alongside the 32% year-on-year decline in absolute beneficiaries reached.^[4]
USA (largest regional donor at US$929.6M cumulative) contributed no new regional funding in the 6–13 July window; ECHO contributed US$1.5M new.^[10]
