Executive Summary

Operational Context:

Mali's security environment has deteriorated sharply since April 2026. JNIM and Tuareg separatists (FLA) launched coordinated multi-city attacks on 25 April — including in Bamako, Gao, Kidal, Mopti, and Sévaré — killing the Defence Minister. A follow-on attack on 4 July targeted military positions across Gao, Aguelhok, Anéfis, and Sévaré; FLA temporarily seized Anéfis, a strategic node linking Gao and Kidal, before Malian forces retook it after ~30 killed and ~60 wounded.^[1]
JNIM-imposed blockades on transport routes into Bamako — including a fuel blockade reportedly active since September 2025 — and arson attacks on food supply trucks on 6 May directly threaten humanitarian supply corridors.^[2] In Kayes, GANE attacks incinerated 11 fuel tankers, prompting Senegalese transporters to threaten suspension of Bamako routes.^[3]
Fuel rationing is an acute operational constraint: official distribution caps are in place in Gao; Tombouctou's four official fuel points were intermittently inoperable in June 2026, with black-market prices reaching 3,000 FCFA/litre. Douentza, Ménaka, and Gao report parallel-market prices of 2,000–3,000 FCFA/litre versus an official rate of ~875 FCFA/litre (diesel).^[4]
Algeria reopened its airspace to Mali in mid-July following diplomatic normalisation, partially restoring a northern logistics option closed since April 2025.^[1] Supply ruptures from Algeria (oil, sugar, pasta) of >2 weeks were recorded in Gao as of late June 2026.^[4]
ACLED data shows a sharp reported drop in July 2026 to 12 events and 13 fatalities, versus a 13-month average of 127 events and 349 fatalities/month. This likely reflects reporting lag rather than genuine stabilisation given the active conflict documented by Security Council reporting and FSC bulletins through July 2026.^[1][2]

Vulnerability Scale:

The IPC/Cadre Harmonisé (November 2025) places 1.56M people in Phase 3+ acute food insecurity — projected to hold at 1.56M (Phase 3+, Jun–Aug 2026 window, proj.), with 56,654 in Phase 4 (Emergency).^[5] Total population in humanitarian need: 2.03M. Priority circles: Kidal, Abeibara, Tessalit, Tinessako, Gao, Ansongo, and Ménaka.^[6]
IOM profiling (2 July 2026) assessed 192,927+ internally displaced persons: 101,053 in 169 formal/assimilated sites, 83,189 in host family or community settings, and 8,685 in rental accommodation. Child share is 43–44%; elderly share 8–11%. In Tombouctou and Ségou, 31% of site populations use surface water or open wells — conditions strongly associated with IPC Phase 3–4 food insecurity and elevated GAM/SAM rates.^[7]
A second IDP wave from Timniri — 6,409 individuals assessed in Sofara/Bandiagara — had received zero food assistance as of 30 June 2026. Registration remains incomplete.^[4] Mass displacement from Kidal, driven by FAMa aerial strikes, is ongoing toward Algeria, Ménaka, and Gao.^[8]
Kayes faces a structural cereal gap of ~199,000 tonnes (production ~189,000 t against need ~388,000 t). Cereal prices in Ségou–Sikasso–Bamako are 10–25% above seasonal averages. May 2026 VAM data shows wheat +21% m/m and tomato paste +30% m/m nationally.^[4][9]
1.12M children (6–59 months) face acute malnutrition Nov 2025–Oct 2026; 227,000+ SAM cases projected. Nine zones are expected to reach IPC AMN Phase 4 during June–October 2026.^[6]

Trend Indicators:

The multi-cluster advocacy note (June 2026) warns: if no additional funding is secured, 400,000+ SAM cases (50,000 with medical complications) and a 30% drop in agricultural production are projected, with 3M people in food insecurity need by 2027.^[10]
Unassisted displacement sites are concentrated in Ménaka, Gao, and Kidal — bordering Niger, Burkina Faso, and Algeria — reflecting cross-border dynamics requiring joint profiling with WFP Niger and WFP Burkina Faso.^[7]
Agro-pastoral campaign is underway but threatened: Nara (Koulikoro) is on maximum rainfall alert; Kangaba is in severe pluviometric stress. Forecasts for Ségou–Sikasso indicate normal to above-normal rainfall with flood risk.^[4]
Algeria–Gao supply corridor disruption (>2 weeks as of late June) and fuel rationing across northern regions signal logistical fragility entering the lean season peak.^[4]

WFP Operations:

No WFP Mali Country Brief or SitRep is available in the substrate — WFP's current reach figure, pipeline status, and CSP funding runway are all data gaps.<sup>[DATA GAP]</sup>
FSC cluster data (Q1 2026) shows WFP as the dominant operational actor, directly reaching ~86,000 beneficiaries via cash-based transfers (USD 355,000 distributed), far exceeding any other partner. Total cluster reach was ~163,000 (all actors), against a target of 1.22M — a 13% coverage rate.^[11]
OS1 (Save Lives) implementation rate: 11.2%; OS3 (Livelihoods) implementation rate: 0.2% — indicating a near-total livelihoods delivery failure entering the lean season.^[12]
WFP is positioning a 3-month RRM food assistance package for >900 households of Kidal IDPs now at Gao; this should be fast-tracked given Kidal's inaccessibility.^[4] 501 vulnerable households in Kayes/Keita zone have been transmitted to DNDS — assistance modality and timeline require confirmation.^[4]
WFP rapid food security assessment (EFSA) methodology workshop closed 30 June 2026; results are pending government and lead-agency endorsement. Pre-positioning ahead of endorsement should be considered given displacement pace.^[4]
129 communes have NO actors for food assistance or livelihoods support; 31 additional communes have insufficient coverage — representing a severe geographic gap identified at the May 2026 joint FSC–CSA planning workshop.^[13]
The Rapid Response Mechanism covered only 41% of validated alerts in Q2 2026 (9 of 22), leaving 13 alerts unaddressed; 14,124 persons reached out of 22,984 assisted across the most affected regions (Bandiagara, Tombouctou, Mopti).^[12]

Funding Outlook:

The FSC cluster has mobilised only 6% of its USD 149M 2026 requirement (USD ~9M), with a 94% gap (~USD 140M) entering the lean season peak.^[11] Mali's HNRP coverage stands at 19% as of 13 July 2026 — among the lowest in West and Central Africa.^[14]
Sahel-arc aggregate HNRP coverage is 21% across Chad, Niger, Burkina Faso, and Mali combined (USD 2,300.1M requirement). Across six Sahel HNRP countries, only 29.5% of required funding was secured by May 2026 — a 22.6 percentage point decline from 52.1% in 2024, the lowest level in a decade.^[14][15]
USA — the largest cumulative regional donor at USD 929.6M — recorded no new disbursements in the 6–13 July week. Active regional donors include ECHO (+USD 1.5M that week), Germany (+USD 1.3M), and Switzerland (+USD 1.2M) — the primary targets for Mali-specific advocacy within a Sahel arc framing.^[14]
73.3% of protection organisations regionally report budget cuts; the regional operator count has fallen 25% in one year, directly eroding implementing capacity in Mali.^[15]
BHA/USAID financed the IOM DTM profiling exercise — the sole Mali-specific external funding signal in the substrate. Given US withdrawal from regional disbursements, this instrument's continuity is at risk.^[7]

JNIM Blockades and Multi-Front Offensive Across Mali (Security Council Report — What's in Blue): JNIM-imposed blockades on routes into Bamako, the 4 July coordinated attack on Gao/Anéfis/Sévaré, and Russia's deepening alignment with AES states after Lavrov's 8 July Niamey meeting collectively constrain humanitarian access corridors and reduce Western diplomatic leverage for WFP operations.^[1]
