Executive Summary

Operational Context:

Nigeria's northeast is experiencing its worst acute food insecurity peak in over a decade. The June 2026 Cadre Harmonisé projects 36.3 million people nationally at CH Phase 3+ during the Jun–Aug 2026 lean season, with 6.4 million in Borno, Adamawa, and Yobe (BAY) States — a 10% deterioration from the October 2025 projection for the same window and the highest figure in the CH series since 2018.^[1][2]
ISWAP interdiction of the Monguno–Gajiram corridor is the most acute operational constraint. Per the SARI Global June 2026 security overview, IDPs concentrated in Monguno, Cross Kauwa, Baga, and Kukawa are now cut off from reliable humanitarian supply, with the July lean-season peak expected to simultaneously raise distribution demand and crowd-friction risk at distribution points.^[3]
Four Borno LGAs — Abadam, Guzamala, Kukawa, and Marte — remain entirely unassessed and unreachable due to persistent insecurity. Kaga LGA is assessed only in limited accessible areas; BSG restrictions elevated its classification to Crisis despite more favourable food consumption indicators.^[2]
A US House amendment passed 15 July 2026 would suspend 100% of US assistance to Nigeria pending human rights certification on Christian community protection. If enacted, this poses a strategic-level funding risk given US government status as the largest cumulative donor to the West and Central Africa region (USD 929.6M).^[4][5]
Nigeria's formal launch of OHOPRS — a government-led humanitarian coordination body displacing OCHA/HCT functions — signals a structural shift in coordination architecture with direct implications for WFP's access frameworks and programme delivery modalities.^[6]

Vulnerability Scale:

Nationally, the Sep 2025 IPC analysis (observed Oct–Dec 2025) recorded 27.2 million in Phase 3+ (12% of analysed population); the operative in-effect projection for the current lean season is 34.8 million Phase 3+ including 1.8 million Phase 4 (Emergency).^[7]
The CH 9-state analysis (June 2026) identifies 10,277 individuals in Catastrophe-level conditions across four Borno LGAs: Bama, Damboa, Gwoza, and Monguno — the only CH Phase 5-equivalent caseload flagged in the series. Phase 4 populations are concentrated in Borno (758,496), Sokoto (477,960), Yobe (294,988), Katsina (199,115), and Kaduna (144,941).^[2]
Acute malnutrition has reached Critical (Phase 4) in Mobbar and Nganzai (Borno), Mashi (Katsina), and Maiduguri/Jere metro LGAs. CMAM facilities are partially closed or below capacity due to insecurity and staffing shortfalls.^[2]

NiMet has issued active flood alerts covering 27 Nigerian states during peak rainfall season, with 22,000 ha of cropland exposed to flooding regionally — a direct production loss and market access risk layered onto the lean season.^[13][14]
The cholera outbreak active in Borno State is part of a cross-border epidemic spanning Nigeria, Cameroon, CAR, and Chad, requiring WFP engagement in regional WASH-nexus response mechanisms.^[15]
Global Hormuz-linked fuel and fertiliser price shocks (Strait of Hormuz closure since April 2026) are transmitting into Nigeria's already-elevated food and transport costs, compounding structural inflation above 15% (April 2026).^[10][16]

WFP Operations:

Under the 2023–2027 CSP (total portfolio value USD 301.83M), the 2026 country portfolio stands at USD 78.80M.^[17]
WFP Nigeria assisted 559,000 people in May 2026 — 40% of the 1.5 million monthly target, against a people-in-need of 5.8 million in BAY States (Food Security Sector SO1 Gap Analysis, May 2026). State-level coverage: Adamawa 100% of target; Borno 46%; Yobe 13%.^[18][1]
WFP is the sole partner in Adamawa and Yobe (with no sub-implementing partners listed in Yobe despite its 87% shortfall), and the largest of 12 partners in Borno, having accounted for approximately 77% of all April 2026 assistance (424,358 people) across BAY States.^[19]
April 2026 CVA data confirms 99% of SO1 beneficiaries (448,355 people) received assistance via cash or vouchers. The top five CVA LGAs in Borno are Ngala (21%), Monguno (18%), Dikwa (18%), Mobbar (10%), Kala Balge (8%).^[20]

Nigeria's HNRP coverage of 47% is above the regional average but remains critically insufficient relative to scale.^[22]
