Executive Summary

Operational Context:

• Afghanistan is in an acute multi-shock emergency. Since early July 2026, WFP has suspended famine-prevention programmes in hotspot areas, leaving 1.5 million people at heightened risk of life-threatening hunger and turning away 13 million acutely hungry Afghans overall.^[1]
• The supply chain has suffered a dual corridor break: the Afghanistan–Pakistan border has been closed since 12 October 2025 (blocking ~8,800 mt of Specialized Nutritious Food, biscuits, and vegetable oil), and the Dubai–Iran pipeline was suspended due to the US–Iran conflict and Strait of Hormuz closure.^[2][3] The Lapis Lazuli Corridor (Türkiye → Georgia → Azerbaijan → Caspian → Turkmenistan → Afghanistan) and Türkiye–Iran rail are active alternatives but at triple the transport cost — requiring immediate rebasing of cost-per-beneficiary assumptions across all nutrition activities.^[2]
• Diesel reached AFN 76.5/litre in Week 3 July 2026 — 19% above last year and 21% above the three-year average — driven by the Russian export ban and refinery damage, with limited Central Asian, Iranian, and Iraqi substitution.^[4] Cooking oil surged 4.6% in a single week. Provinces with the sharpest diesel increases — Nuristan (+13%) and Faryab (+12%) — are among the most logistics-intensive.^[4]
• Flash floods on 20–23 July 2026 damaged markets in Parun City, Nuristan, washed away ~122 hectares of agricultural land in Paktika, and destroyed ~280 orchard trees and 30 livestock in Nuristan. Displaced populations are sheltering outdoors in Parun district; scale remains unquantified as of 22 July 2026.^[5] Nuristan already has the lowest food basket affordability nationally (17%) and the sharpest diesel price increase — compounding flood severity markedly.
• A broader rain-triggered disaster sequence across at least 14 Afghan provinces has destroyed ~4,000 acres of farmland and 40 km of rural roads within 48 hours of the Nuristan event, directly threatening WFP last-mile delivery.^[6]
• Taliban revenue-centralisation in mining and drug-producing districts (notably Badakhshan) is displacing farmers and diverting water resources, adding secondary livelihood stress.^[7]

Vulnerability Scale:

• The IPC-estimated 2026 acute malnutrition caseload is 3.7 million children under five (including ~1 million with SAM) and 1.2 million pregnant/breastfeeding women — the highest on record for Afghanistan.^[3] Nutrition programme delivery fell to 10% of planned beneficiaries in May 2026: ~30,000 reached against a planned caseload of ~300,000.^[3]
• A full-time casual labourer can afford only 48% of the WFP food basket nationally (June 2026), with Nuristan at 17% and Baghlan the sole province where monthly labour income covers the basket. Labour availability is constrained to 1.9 days/week, down 17% year-on-year.^[8] Cash-based transfers are structurally insufficient in Nuristan, Daykundi (+14% above national basket), Ghor (+9%), and Nimroz (+9%).
• Over 586,631 returnees were recorded in Q2 2026 alone — a 75% quarterly increase — with returnees accounting for 68% of all inflows across six monitored crossings.^[9] WFP suspended all returnee cash assistance at border crossings from June 2026 onward; the final round reached ~54,000 returnees in May 2026.^[3] Of Iran corridor respondents, 56% cited deportation and 40% reported no documentation.^[9]
• FEWS NET (June 2026) identifies poor vegetation conditions in northwestern and northern regions as a leading indicator of livelihood deterioration, with above-average summer temperatures threatening pastoral herds and potentially generating secondary displacement.^[10]
• Worst-case scenario (S4: Pakistan border remains closed + Iran conflict intensifies) projects IPC Phase 3+ rising from a 13.8M baseline to 16.1M at six months — an additional 2.3 million food-insecure people.^[11]

Trend Indicators:

• Six-month net funding requirement has escalated across successive Country Briefs: Apr 2026: USD 299M at 19% resourced; May 2026: USD 359M at 5%; Jun 2026: USD 404M at 8%; Jul 2026: USD 492M at 13%.^{[1][2][3][12]} Note: these cover different rolling six-month windows and are not directly comparable — but the directional deterioration is unambiguous.
• WFP MEB basket price of AFN 6,056 is 4.4% above the October 2025 transfer value of AFN 5,800 — approaching but not yet breaching the ≥10% revision threshold.^[4] Low-price rice is 34% above year-on-year; high-price rice 27%; wheat flour 12% above — pulses (−14% year-on-year) are the sole household relief.^[4]
• ACLED data for July 2026 records 51 conflict events and 19 fatalities — down 36% in events and 79% in fatalities versus June 2026 (80 events, 90 fatalities), and well below the 13-month average of 96 events and 98 fatalities/month.^[13] This represents a statistical improvement but does not reflect the structural access denial from the Pakistan border closure or flood damage.
• Resilience and Food Systems activities have been suspended in five districts across Khost, Paktika, Paktya, and Nuristan — removing the protective livelihood layer precisely where conflict exposure is highest.^[12]

WFP Operations:

• As of April 2026 operations (per WFP Country Brief May 2026): WFP reached ~2.9M people total — 2.1M through GFA (6,900 mt food + USD 8.5M cash); ~128,000 acutely malnourished children and pregnant/breastfeeding women through TSFP (650 mt SNF); ~13,000 children aged 6–23 months through stunting prevention (20 mt SNF); 440,000+ primary school children in Nangarhar and Farah through school-based assistance; ~54,000 returnees with cash assistance (final round before suspension).^[2]
• Under the 2018–2027 CSP, WFP's strategic intent spans crisis response (GFA, nutrition), resilience building (livelihoods, stunting prevention, school feeding), and common services (UNHAS, SCOPE). Previously (2025 ACR): SO1 reached 93.6% beneficiary achievement at 76.7% expenditure, but the winter scale-up for 3M IPC Phase 4 people was cancelled due to funding. SO2 reached 75.9% beneficiary achievement at 105.7% expenditure; SO3 reached 33.6% beneficiary achievement at 72.1% expenditure, largely due to DFA school closures and access constraints.^[14] The cumulative CSP funding gap stands at 44%.^[14]
• ~400 mt of fortified biscuits from UNHRD Dubai hub were en route as contingency (as of April 2026 operations); WFP must confirm receipt and track whether this stock has been deployed to Parun/Nuristan flood-affected areas.^[12]
• UNHAS: Previously (2025 ACR), the fleet was reduced from 5 to 3 aircraft; 6 remote locations and 3 domestic routes were suspended. In April 2026 operations, UNHAS maintained 183 flights to 13 destinations for 1,220 passengers from 44 organizations.^[2]
• As of July 2025, SIGAR-25-29-LL alleged WFP staff corruption and bid-rigging; these findings continue to shape US re-engagement posture and donor scrutiny in 2026.^[15]

Funding Outlook:

• The six-month net funding requirement of USD 492M (Jul–Dec 2026) is only 13% resourced — an existential operational crisis.^[1] The broader 2026 HNRP (all partners) stands at USD 1.71B, with only 14% received as of April 2026.^[16]
• Previously (2025 ACR): WFP received USD 374M in contributions in 2025, down 47% from USD 589M in 2024, funded at 64% of its reduced needs-based plan.^[14] The USDA relocation of >one-third of Foreign Agricultural Service staff — with fewer than 4% willing to relocate — signals effective dismantlement of Food for Peace administration capacity, directly threatening a major WFP commodity pipeline.^[17]
• The EU's proposed €200B Global Europe instrument would subordinate humanitarian aid to geopolitical interests, threatening programming predictability for Afghanistan.^[18]
• Opportunity: Pulses are down 14% year-on-year — pulse-weighted food baskets improve cost-effectiveness. Baghlan Province remains CBT-viable. IOM/DTM's six-crossing monitoring architecture with district-level disaggregation is immediately available as a targeting data source for returnee programming at no additional infrastructure cost.^[9]
