STRICTLY INTERNAL — NOT FOR FURTHER DISSEMINATION

Weekly Regional Risk Overview

Asia & Pacific · 2026-07-07 to 2026-07-13

The regional risk environment is assessed as deteriorating this week across three converging pressures: Iran's ballistic missile strikes on Gulf-state US military installations on 12 July have foreclosed near-term Strait of Hormuz reopening, extending supply-chain and fuel-cost shocks from Pakistan to the Pacific; the Afghanistan nutrition pipeline break deepened further as peak wasting season began with only 10% of the planned caseload reached; and active monsoon emergencies in Bangladesh, Lao PDR, and the Philippines are compounding pre-existing food security gaps. The single most important watchpoint is Lapis Lazuli Corridor throughput for Afghanistan: if transit volumes fall below functional levels or a transit-country government imposes new restrictions, the 13.8 million people in IPC Phase 3+ will have no confirmed active supply route entering the lean season.

Hormuz escalation extending fuel and supply-chain cost pressure across import-dependent operations from Pakistan to the Pacific

Direction: escalating

Iran's missile strikes on US installations in Bahrain, Kuwait, Jordan, and Qatar on 12 July signal no near-term de-escalation, and the Strait of Hormuz remains at roughly 50% of pre-war transit levels. Per WFP country assessment for Pakistan, Super Petrol stands at PKR 393.4/litre (+54.5% year-on-year) and HSD at PKR 380.2/litre (+47.0% year-on-year), with WFP humanitarian delivery costs assessed at 2.5–5× the pre-disruption benchmark. Myanmar's assessment documents diesel at MMK 15,000–20,000/litre on parallel markets with food price transmission already confirmed in Kayah State; Timor-Leste recorded diesel prices doubling month-on-month in April 2026 data. Across multiple operations, fixed cash transfer values have not been reviewed against post-February food-basket inflation, and the Sri Lanka assessment notes WFP's own analysis estimates the Middle East conflict has added an estimated 1.3 million people to acute food insecurity in that country alone. A record-strength El Niño — forecast at 81% probability of a very strong event peaking October–December 2026 — may compound agricultural input cost pressures across the region before the disruption resolves.

Watchpoints:

  • Iran formally confirms a durable Strait of Hormuz reopening to commercial traffic, or issues a new closure declaration extending disruption beyond 21 July 2026
  • Any WFP country operation in the region publishes a revised cash transfer value citing post-February 2026 food-basket inflation, confirming existing amounts no longer cover a 2,100 kcal/person/day basket at current market prices

Afghanistan nutrition pipeline break deepening as peak wasting season opens and Lapis Lazuli remains the sole active corridor

AFG · PAK · TJK

Direction: escalating

Per WFP country assessment for Afghanistan, nutrition coverage collapsed from roughly 128,000 children reached in April 2026 to roughly 30,000 in May — 10% of the 300,000-child planned caseload — as the Pakistan border closure, Dubai–Iran suspension, and Hormuz disruption simultaneously severed all three primary supply corridors. The Lapis Lazuli route remains the sole active alternative at 2.5–5× pre-disruption transport costs, and a UN humanitarian convoy cleared by Pakistan was blocked on the Afghan side as of 11 July, illustrating a dual-gatekeeper access problem that corridor diplomacy alone cannot resolve. The Nutrition Cluster confirms wasting worsened in 26 of 34 provinces before the July–September peak season, against a caseload of 3.7 million children under five including roughly 1 million with SAM. A worst-case scenario modelled by WFP projects IPC Phase 3+ rising from 13.8 million to 16.1 million within six months if the Pakistan border remains closed and the Iran conflict intensifies. Pakistan's Peshawar deportation operation targeting up to 20,000 Afghans adds a near-term returnee surge to Torkham at a moment when WFP has suspended border cash assistance and is absent from the IOM border consortium service framework.

Watchpoints:

  • Lapis Lazuli Corridor monthly throughput figure published by WFP or a transit-country authority falls below 500 mt in transit, or a transit-country government announces new restrictions on humanitarian cargo
  • Pakistan's Peshawar deportation operation delivers a surge of more than 5,000 returnees to Torkham within a single week, confirmed by IOM border monitoring, without WFP listed as a named service provider in the border consortium framework

Compounding monsoon and cyclone shocks stretching response capacity across South and Southeast Asia before El Niño onset

BGD · PHL · LAO · NPL · MMR

Direction: escalating

Active monsoon emergencies are running concurrently across the sub-region: BBC and wire reporting confirm 867,000 people affected in Bangladesh's Chattogram Division including 13 Rohingya fatalities in Cox's Bazar camps, with 3,508 intra-camp displacements in Camp 11 and Camp 15 whose food access status remains unquantified. In the Philippines, Super Typhoon Inday compounded the Mw 7.8 Sarangani earthquake response — 24,919 families remain displaced — while a fatal landslide in Sarangani on 10 July killed 10 people in earthquake-destabilised soils. Typhoon Maysak confirmed rice field inundation in Lao PDR's Phongsaly and Bokeo provinces at planting season onset, with harvest-season impact expected in October–November 2026. FEWS NET projects IPC Phase 3 conditions in Nepal's Karnali and Sudurpaschim provinces through January 2027 with no funded emergency response pipeline in place. The WFP-FAO Joint Anticipatory Action Appeal carries a USD 150 million funding gap against a USD 202 million ask, and the Pacific Resilience Facility has secured only USD 172 million of its USD 500 million capitalisation target ahead of the forecast El Niño peak window.

Watchpoints:

  • BMD or RIMES issues a revised above-normal rainfall forecast for Cox's Bazar for the week of 14–20 July, or IOM confirms displacement in Rohingya camps exceeds 10,000 individuals, triggering a formal WFP emergency distribution protocol
  • Nepal's government or a UN agency publishes a formal food security assessment for Karnali and Sudurpaschim confirming IPC Phase 3 household prevalence, triggering a funded emergency response pipeline where none currently exists

Other notable

  • Myanmar: Junta parliament rejected ASEAN's Five-Point Consensus on 10 July; fighting in Myawaddy District has closed Thai-border informal crossings critical for food supply, while the FSC funding gap stands at 72% of the USD 184M requirement.
  • Cambodia: USD 943,169 required before the July school-feeding launch for 500 displaced students; 20,000+ civilians remain blocked from return seven months post-ceasefire, converting an acute caseload into a chronic one exceeding the SO3 contingency budget.
  • Indonesia: National Nutrition Agency head arrested for alleged USD 56M procurement fraud in the Free Nutritious Meals Programme, materially impairing WFP's primary government partnership platform ahead of a forecast El Niño harvest disruption in August–September.
  • DPR Korea: Acute heavy-rainfall spike across 69 districts is a flood-precursor signal; no WFP operational access or contingency funding pipeline exists ahead of the Q3 harvest assessment.
  • Sri Lanka: National CPI accelerated to 4.7% year-on-year in April 2026, reversing disinflation; LKR-denominated transfer values have not been reviewed against current basket costs.
  • Kyrgyzstan: WFP assumed the DRCU secretariat role in June alongside existing Food Security and Logistics sector leads; a September 2026 preschool menu upgrade across 15 kindergartens requires immediate procurement confirmation.
  • Tajikistan: Simultaneous food-fuel price co-movement in April 2026 is eroding CBI transfer value adequacy; Russian fuel shortages following refinery strikes pose upstream risk to remittance flows from the Tajik diaspora in Russia.
  • Per Al Jazeera: India's reported pause on fortified rice procurement — a single-source claim requiring Country Office verification — creates uncertainty for WFP's August 2025 Letter of Intent committing India as a global fortified rice supplier.
